How exactly do enchantments helpwork?

What do enchantments that increase skill points give you? (For example, "+15 speech craft") It increases the skill, I get that, but what does that do? If your speech is at 25 and you want to use a skill point on something that requires you to be at 40, which the +15 should be giving you, and you can't, then what's the point?

My boyfriend brought this question up to me and at first I thought I knew the answer, but I couldn't explain it as hard as I tried, and now I'm confused about it too. Does it just make your success rate higher? (still using speech as an example, but if anyone could give a general explanation and say how it helps with other skill trees too, that would be great)

Speech (as in Persuasion, Bribe, and Intimidate), isn't a percentage thing like in Fallout 3, instead being based on level. +15 Speechcraft means that as long as that enchantment is in effect, you essentially have 15 free levels to help you get past the speech check requirement. So if a speech check required a skill level of 40 and you were at 25, you could succeed if you had that enchantment in place.

The +15 in Speech also affects your mercantile skills. Prices will be slightly lower and you earn more gold for selling.
