How exactly do % potions work?

Lets say i have 25 base smithing, and i wear an armor that has fortify smithing +20. I get a +100% smithing potion, and i drink it. Would my INCREASE in smithing be

100% x 45 or would it be 100% x 25? Does it only take into account your base stat or your total stat?

I believe it's 100 x 45, but I may be wrong.

I suppose fortify alchemy increases the state of the potions as well? Cause im trying to get the most out of potions without adding alchemy :D

If you wear "fortify alchemy" rings and necklaces or bracers etc you can get stronger potions without spending perks in alchemy, that's true.
