I tried to do an "uber-evil" game by murdering everyone who isn't powder ganger or Caesar's Legion. Apparently, it is impossible to finish. By making the strip hostile, Alerio will not give you Render Unto Caesar, making only For the Republic, part 2 and Wild Card possible.

yeah, try reloading some times just exiting the room and coming back fixes up little bugs like that.
