How to fix Skyrim Shadows on PC?

So recently I went back to play Skyrim and I am noticing that the shadows appear to be much worse than I remember them. I am seeing two major issues:

1. If you have the draw distance for Shadows set to be long all of the shadows both close and far away look like pixelated garbage. I have tried every tweak I can find and nothing seems to fix it, but I can't stand the pop in.

2. As the shadows update from the sun moving they move very unrealistically. You really notice this during conversations.

My system config is as follows:

Intel 2600K
8 GB RAM
Nvidia GTX 670 4 GB

Does anyone know of a sure fire fix for this either through the settings or mods?

I've heard that shadows are not handled by the graphic card; they are something like hardware related, so there's not much to do there, I'm afraid.

I think there are some ENB mods that fix the shadows.

Any ENB should do it.

Simply installing a version of the d3d9.dll file will do it. I like v.112 or v.113.

You can even run the ENB Customizer to tweak your own settings or any ENB.

I'm pretty sure enb does nothing. I have it and shadows look gak.

Stuff you want to tweak (in the ini) is shadow resolution and shadow mask quarter (try putting it lower or higher).

The basic file of the ENB does in fact alter the shadows. It's the main reason I installed it to start with.

For example... The horrid splotchy shadow effect on the face of the character? Yea... fixes all of that.

Have you tried adding http://itcprosolutions.com/skyrimguides/tweak_guide.htm settings in your ini?
