You are only allowed into the Embassy through the front door during the Diplomatic Immunity quest because you have an invitation.

Without console commands (if you are on a PC) you can't enter the main building(s) again through any door once you have left it at the end of that quest.

I did read something about being able to get back in through Reeking Cave (this is the way you got out if you left through the trap door in the torture dungeon). You have to jump down from a ledge to get out of there, but supposedly if you positioned yourself properly you could Whirlwind Sprint yourself back up onto the ledge and retrace your steps to the trap door, if you have the key to that you can go back into the Solar/dungeon that way.

But finding Reeking Cave again can be difficult as it doesn't appear to be marked on the map at all, I had to memorize its location the last time around so I could get back there. And when I did, no matter what I tried I could NOT shout myself back up onto the ledge. So that may have been changed in a patch, which is not unlikely since the biggest complaint seemed to be that people needed to get the Stone of Barenziah that they missed when they were in there on the MQ. One of the patches moved the Stone to the lower part of Reeking Cave so there is no quest-related reason to get back into the Embassy, maybe they redesigned the cave to make it completely impossible, I don't know.

If you are on PC you can just use the console to unlock the front door or turn off collision and walk through the wall, if not, I don't think you can get back in unless you can find Reeking Cave and have better luck backtracking through there than I did.

I know on the PS3 you can pick the lock to the first area but after that you need the key.

I'm going to have to console unlock the door on the PC cause my Orc kills every thalmor she comes across.

On PC you can also use "Toggle Collision" to airwalk back up to the ledge.

I was able to pick the locks on the main gate and the barracks but had to use the unlock command to get inside the building where the party was held, and again several times to progress through doors that Malborn had locked behind me during Diplomatic Immunity. I do that quest while I'm also in the "liberation of Haafingar" stage of the CW while playing for the Stormcloaks, the one at Northwatch Keep as well since they both seem to fit in nicely with that bit of the CW storyline.

Then I go back after the CW is over and remove any remaining Thalmor who may have decided to stick around where they're no longer wanted. Best thing is that Elenwen is still there (at least she was when I went) and I could make her killable and take that ***** out. Even better is having Ulfric for a follower and letting him do it. :)

I have never done the main quest. Can you just kill everyone there? Where is the embassy? Is it possible to have killed them all before ever getting the quest?

As noted above, the only way to get into the Embassy without console commands is to have an invitation, which you won't get until you do DIplomatic Immunity as part of the main quest.

If you have console commands you could, in theory, get in there at any time you wanted. I don't know who will be there though, I know Elenwen is there when you go by invitation and for some time afterwards as well as numerous other random Thalmor. Don't know about all the possible party guests, they probably only show up there for the actual party.

So I used the console commant (on the PC) TCL to turn off clipping and walked through the front gate. None of the thalmor attacked so I attacked them first haha.

Couldn't get in the front door. still required a key. So I TCL through a wall into the next area and the doors there assume you should be there. No key required. Lucky for me I saved before starting all this cause the moment I entered the embassy it started me on DIPLOMATIC IMMUNITY quest which I had not started yet. Infact I still need to get that horn for the greybeards that leads to this quest... kinda.

So there you have it. Accessable but not advised until after you completed the quest that let you in. I left 8 dead thalmor in the main area... I wonder how pissed they are at my orc now haha

When I'm playing the CW for the Stormcloaks, going back to "clean out" the Embassy seems like a natural thing to do once you've taken Haafingar hold and Solitude. The Empire is no longer in charge, the Thalmor no longer have their support and protection, they are no longer welcome in Skyrim as "diplomats" or anything else, and they should not be allowed to remain holed up in their little gated community. They are enemies, they can either leave or die, if they don't do the former I will make sure they do the latter.

Obviously I don't do this until after Diplomatic Immunity, but I do that in conjunction with the liberation of Haafingar so it's not a problem.

Are you trying to get into the main embassy building or the building in the rear area. If it's the latter, you can go through the open gate into the front area outside the embassy. To the left of the main embassy building is an iron fence that encloses the rear courtyard. If you are riding a horse you can finesse him over that fence into the rear courtyard. From there you can get into the rear building (I think it's called Elenwen's Solar, or something like that). I did that when i needed to go back in there for the Stone of Barenziah before they patched that and moved it to Reeking Cave. You may also be able to get into the main embassy building through the back door from there, but I did not try so I'm not sure.
