You can't make an NPC wait, you need to dismiss them. You may only have one human and one non human NPC at a time.

Sure you can make em' wait. Just tell em' to. The rest is certainly true.

I often make Rex wait. He's too crazy for some places and I can often do a better job without his help.

I think he means you can't recruit another companion of the same category just by making the other one wait.
