decided to ditch the werewolf characters for awhile and maybe make and become dragonborn and i cant fully enjoy being dragonborn without my big lizard friend. anyway, ive heard rumors about how Odahviing levels and how to get him at his strongest, yet others have said theyre all false. Some say his level is caped and dictated by whatever level you are when first summoning him, however many others claim that aint true either and his level is randomly chosen and hes stuck that way. can someone help me out here? how do i get him to be at his strongest if thats even possible.

i havent made any new characters yet, wanted to wait and gather as much info before starting.

According to UESP: "Odahviing's level is randomly determined when you enter onto the great porch of Dragonsreach during The Fallen quest, his level is then later reset as Dragonslayer ends on the death of Alduin but from that point is permanent."

And the chart below that says you have to be at least level 36 to get Odahviing at his strongest at the end of the main quest. So keep that in mind, you don't get access to him until the very end.
