So I can lower the bridge, I removed some stuff lodged in the gears but the other one has one gear stuck but nothing lodged in there, how do I get it started? It's for the quest Search for the Aetherium Shards. Did I encounter a glitch because the gear to my right next to the button isn't lodged and won't respond to Sparks magic? Help!

Never mind had to follow the pipeline and go underwater to discover another lodged thing.
