I am trying to place one of the MILA things for Tinker Tom and I cannot get to the spot that is on a line of train cars that are connected op top of two buildings. The only way to enter the train cars is from a blue scaffold that I cannot get to the top of. The scaffold is between haymarket mall and garden terrace and has a few super mutants around it. I can only make it up about a quarter of the scaffold steps before I reach the spot where I cant go any higher yet there are more stairs above me.

Can someone please tell me if there is a lever or something I need to activate to get the staircase to lower?

go to Garden Terrace, at the side is a fire escape, go down about 2 flights of steps and there are planks leading into the train carriage. The MILA spot is at the end of the train

(its the same fire escape you're trying to get UP, but its broken in the middle, so the only way is to go down from Garden Terrace)
