How to increase my Karma? : Fallout: New Vegas

I've been a bad kleptomaniac, and I need a good way to increase my karma.

I tried killing Powder Gangers, but I only got Karma for the first 2 I killed. Does the Karma thing not work if you're villified by them?

Kill feral ghouls.
They can be found to the west of Primm, to the south-east of Nipton and in Vault 34 as well as in the north-eastern corner of the map.

I also just realized that killing Fiends doesn't do anything for my Karma either.

Why am I not getting Karma for them?
