Read the pinned thread on Mods FAQ for info on where things go manually.
But don't install mods manually. It is just good info to know, but most people use 3rd party programs that installs mods for you and tracks things like which order they install in and gives control over your load order and many other things.
Your two main choices are going to be either http://fallout3.nexusmods.com/mods/640 or http://fallout3.nexusmods.com/mods/11336.
I very much prefer Wrye Flash (an offshoot of Wrye Bash for Oblivion) - and its installer known as http://www.gamesas.com/topic/1084204-bain-mod-installation-projects/. Many here will not agree with me, but this program is widely used and variants exist for it for Morrowind - oblivion - skyrim - and both fallouts. FOMM is a fine program and, in my opinion, the best of the mod managers - but still BAIN is what wins it for all out functionality.
You can have both programs installed and probably it is a good idea to do so, but I recommend installing most mods with only one as they work best that way.
