I installed it, and got K-9, but the Streetlights mod doesn't work, Fellout I don't know if it works because the night is really bright, and from what I can tell vendors have like no FOOK 2 guns I'm used to seeing. What gives?

Go to a cell (try an interior) with absolutely no NPCs and wait for three in game days.
