How do I know if a mod is installed : V

The mod I'm referring to is the one that increase performance. I think it's installed but I have always kept my cap at 150fps to prevent frames dropping. Is their any way to be sure. I'm very new to pc and mods

Copying for ya:

First, make sure SKSE is running:
Open the console in-game with the ~ key (above the Tab key),
Then type in GetSKSEVersion and press enter.
It should display the SKSE version in the console.
If it doesn't, SKSE is not running, and neither is the TESV Acceleration Layer, so you need to check your SKSE installation.
Also make sure Steam is running before launching the game, and be sure to launch the game via SKSE_loader.exe

SKSE is running? Good. Next step:
Open skse.log (in the root of the Skyrim folder, with TESV.exe, skse_loader.exe, etc)
In the log, you should see something like this:
checking plugin G:STEAMSteamAppscommonskyrimDataSKSEPluginsTESVAL.dll
plugin G:STEAMSteamAppscommonskyrimDataSKSEPluginsTESVAL.dll (00000001 TESVAL 00000001) loaded correctly
TESVAL.dll is the mod. If you don't see that, then it didn't load correctly.
Make sure your directories (folders) are correct.

The most important thing is to make sure you launch the game through the SKSE loader. If you start the game in the Steam library like before, the mod won't work - but you can add skse_loader as a non-steam game and it will still recognize you're playing Skyrim, so this isn't really a problem.

I tried all of this, It says that my skse mod is running but I still can't find a skse.log. I am still unsure if the TESVAL mod is working. I have tried running the skse_loader as an administrator and I have it as an exception on my antivirus. Don't know what else to do.

skse.log should be in the same place as skse_loader: steam\steamapps\common\skyrim

I wouldn't worry, though. If SKSE is running and you installed TESVAL correctly, it should work fine even if you can't see it.
You might try running the game without SKSE, checking fps and then checking them again in the same location with SKSE active.
