How late is too late to change your mind?

I am level 11 and I have specced into two handed weapons, however I am not really enjoying it very much and would like to switch to 1h+shield, but is it too late? Would it be easier to start again?

I am not sure on the amount of available perks, and wether or not I can now fill 1h + Block plus the others that I wished to obtain, such as blacksmithing, enchanting and heavy armour.

There is plenty of time left to change to a Sword and Board. If a character has been made specifically for One Questline then the Perks already invested into Two Handed might be a problem. Dragonborn can allow a charcter to regain the Perks for the cost of a Dragon Soul, and level twenty is doable for a change in Combat for most dificulty levels.

Its never too late, however, if you reach a higher level and decide to change, then it will be difficult. High Level enemies make using One Handed without perks hard.
