How to make nw areas

How do I make an Exterior cell about the size of Megaton and it doesn't expand when you move the camera?

Before I give a legit answer I have some things to ask/say. First, what do you mean by:
and it doesn't expand when you move the camera?


And also making an exterior worldspace, and making it look good can be one of the most difficulty parts of making new areas. So make sure you have it very well planned out, and you know exactly what your doing. (In terms of what it will look like) That will also make it much easier for us to help you if you hit any problems.

To add to what Gunmaster95 said (which is spot-on), you can play around with Megaton by simply right-clicking on the MegatonWorld exterior cell in Worldspaces, and select "Duplicate". Then go into the duplicate cell and experiment to your hearts content.

Experimentation is the best way to learn IMHO.

Ok, If you render a cell to work in and lets say there is a shoreline and a hill in opposite corners of the cell. If you move the camera to show more of the hill, and then zoom out, you would notice that the shoreline has disappeared and that the camera is showing other parts of the surrounding cells. And I just want a peice of land the size of Megaton (the city), because I want to start off small. I looked at other cells and by the time I was zoomed in all the way to a suitable building resolution, the cell was way too big for what I needed.
