How do I make "fortify enchant" items?

How do I make "fortify enchant" items? I went down to Estirdalin in Balmora mages guild, and she did not have the spell in the spellmaker menu. It is not shown on the wiki. I have tried selecting "fortify attribute" in both the spellmaker and enchanter menus, and 'enchant' is not one of the attributes selectable. I have searched this forum, and although I see ppl stating to use "fortify enchant," none of the results said how to get it. I went to the FAQ sticky, and all the links I clicked on were broken (very old).

Enchant is a Skill, not an Attribute.
You'll need a Fortify Skill spell first.

Not sure which FAQ you mean, but the UESP Wiki is the best place for info. All the links are current and working.

Yes, I did not have the choice of "fortify skill," and therefore could not select one. How then do I get "fortify skill?"
The UESP wiki says this:
"No spells that provide this effect are available for purchase unless you have the http://www.uesp.net/wiki/Tribunal:Tribunal or http://www.uesp.net/wiki/Bloodmoon:Bloodmoon expansions. For details on this effect's availability, see the http://www.uesp.net/wiki/Morrowind:Fortify_Skill"
Then I go there, and it says:
"The only obtainable spell with this effect in http://www.uesp.net/wiki/Morrowind:Morrowind is Mephala's Skill, which is a reward of the http://www.uesp.net/wiki/Morrowind:Threads_of_the_Webspinner quest. However, starting from version 1.2, the Fortify Short Blade component of the spell has been removed, meaning that there is no known source for the Fortify Skill spell effect."

This means that I cannot get the "Fortify enchant" spell, and therefore cannot do "Fortify enchant" items???

BTW, I was referring to the "Ultimate FAQ & Answer Post" this forum. Links are obsolete.

If you don't have Tribunal or Bloodmoon, then you cannot get a Fortify Skill spell.

My Morrowind build and mods:

Morrowind, Tribunal, and Bloodmoon v.1.6.1820. Modded in this order:
Exe modded: MCP 2.0 (19510, lots of options checked), MGE 3.8.0 (includes MSE), 4GB mem patch.
Wyre Mash (85) Fork v 2100.05.11 (the latest non-dev ver). Mods installed and ordered in "mods" tab using filename dates, per BTB list (below).
BTB mods list, skipped most of the gameplay changing stuff, had to use slightly different versions of a couple of mods bc of availability issues. Set to BTB load order. Includes MPP 1.6.5b.
