How To Make Oblivion Look As Good As Skyrim?

Well, I know a couple texture packs that make some close textures look nearly as good as a modded Skyrim and as good as normal Skyrim, but the character/npc models and the distant lod in Oblivion are just horrible and there aren't any mods that make either anything near as good as Skyrim's. Also, the models are very low-poly by today's standards along with the grass draw-distance being tiny. So, is there any way to make Oblivion look as good as Skyrim? For me, the graphics are the only things that stops me from playing Oblivion exclusively.

How come Morrowind can look as good as Oblivion then? Sure the NPCs still looked worse, but Oblivion's NPCs aren't that bad.

As an upside grass and rocks have higher polycounts in Oblivion than in Skyrim.
