In the video below you can see the person in a form on no-clip spawning NPC's without them harming or attacking him.

The only issue is whenever I use no-clip, enemies begin to glitch and there's no combat active between them.

How does he do this?

You do know that when you turn off Clipping you turn off all clipping and any NPC can walk off into the void? Even ones that are not in the cell you are in?

I haven't got Skyrim on PC but I remember from my PC installed Oblivion that there was a specific console command
that allowed for you to go out of the PC body and float around in first person, making for a decent tool to take images
or film videos to upload onto a site like Youtube. I'm guessing it's still " tfc ", place your character somewhere safe and try that,
then attempt whatever you are trying to film/photo/do. It should hopefully work without any problems. But tell me if it does work!

Use tfc in the console to use the "Free-cam" this will make your character dissappear.

Why has no one heard of google? Any one line question can be answered by google 99% of the time. All you have to do is use some logic. Logic would tell you that the person who is in the video is more than likely not doing something that is a normal part of the game, so they must be using some sort of cheat. If you search google for "skyrim cheats" you get many results that would lead you to the answer you are looking for.

The command TCAI (toggle combat AI) turns off NPC combat.

The command TFC (toggle free cam) allows a free floating cam.

Only if you are in first-person view. If you are in third-person view, you can see yourself. Also, tfc 1 works the same except it freezes the world.
