Incorrect, although the sentiment is in right direction.
1- a supply line provides the shared resources needed but doesn't deposit it into the other settlement, it just sends enough to cover the needed amount - whether this is for food/water or when you are crafting from that linked settlement
2- the random food/water you see appearing in the Local inventory of a settlement that produces zero food/water is from the random scavenging any unassigned settler automatically does, and/or the scavenging station if you built it (which collects a bit more plus some higher quality stuff every now and then)
Command will be different but same steps - open pip boy map (on PC is M key), then view bottom where you have options for fast travel, local maps, show supply lines, and perk chart.
On PC it is C key for show supply lines. On xbox it is whatever button the label says on the screen there. If the supply line is shown, it is active. If it is not, your prov died somewhere.
Provs go into recovery mode and are usually difficult to kill by NPCs, especially lower level ones, but splash dmg after recovery mode kills them, and any dmg that is fast enough dps (full auto to their face) will kill them before the go into recovery mode.
Prove also don't die off screen when you are not around - they only engage in combat when you are nearby and loads their presence. Unsure what the range is but like sykrim, I imagine the default setting is some X number of location grids around you. It's a decent amount of range.
What I do.

Best as a Water Producer, since it has quite a lot of River Space available to build on. Its still a great spot too produce crops as well, but there is soo much water space to take advantage of. Rather than route settlers from Sanc, its best if your new settlements send one of their Provisioners to pick up supplies from Sanc. Also you don't have to build Recruitment Towers at each settlement, which will reduce the chance of getting attacked. Simply have settlers go from Sanc to the place your wanting to develop.
I tend to just stop at a new Settlement Location and just develop it while I explore the surrounding area. I find this is quite a lot of fun and well gives me a nice spot to just dump off matts and quite often I'll just stop exploring for a bit and add more to the fort I'm building up there. Though to be honest I don't make a settlement on every location as that just seems like a waste of time probably cause I really like to build up a nice fort anyway so it gets really involved. Settlement Defense, I've found that if your Defense is higher than accumulated resources you pretty much rarely ever see a defense quest pop up for that location, I like to place a lot of those Lighting Turrets as well it does help me when dealing with attacks cause it lights up and tracks targets at night. Placing multiple turrets in spots you know your attackers are likely to come from is best.
Although you can equip settlers with any gun, I have found its best to just modify their Pipe Pistol into something decent like a riffle, smg, or automatic riffle of the .38 caliber. The best helmet for them is the Mining Helmet they will use the lamp when under attack.
