When someone starts to give chase, my character normally commands, calms or disappears. . . so I'd say maybe. . . two?

Once while running from the law, my character and her Legion pursuer attracted the attention of a troll. There were horses involved, so my character tried to take the fight far enough away to keep the horses safe. When she finally turned at the sounds of a battle, she discovered that combatants now included two Legion soldiers, two trolls, and a guild mate who had been walking along the road when the parade went blazing past. It was quite a mess, so it's hard to say how many were specifically chasing her.

if any of my characters do the main quest i just power through it as its boring, so entering an oblivion gate and making a run for the top of the tower results in every enemy in there chasing you all the way to the top.

Paxelle (a non-violent Illusionist) had the entire contents of Wellspring Cave after her, along with their summons. She water-ran to the IC for help, and ran through the city, rousing all the guard. Every last guard in the city left his post and rushed out the front gate to intercept the nasties, who were apparently coming around by road. The entire guard contingent was last seen madly swimming south across Lake Rumare, whereupon we reloaded and tried the cave again with better results.

I was practically falling out of my chair with laughter.

I accidently entered the unicorn area while running from a guard, then two minotours and an imp spotted me, so I jumped on the unicorn in an attempt to escape, then I rode it off a waterfall... but then my follows catched me, and I brought upon me the wrath of the local mudcrabs... and attracted a wolf...

^ Great story.

The main way that I get creatures to chase me is to enter a goblin cave, run around a bit, and then exit the cave.
I remember one day I must have had 8-10 goblins running down the hill from Plundered Mine.
Great fun!

I've had 6 things chasing me but that's the most.

Edit: We'll that is wild creatures anyways, I have had entire guard garrisons after me too inside of cities, which can be up to 10 or sometimes more.
