Doesn't work that way. Once you hit the max 100 in a skill, you can no longer gain a perk from that skill and no skill book will make that skill go higher than 100. If I level every skill to 100, no skill books will apply to make that skill increase. There is a book similar to one in Oblivion, but this one is more powerful, where you choose what set of skills to what class you feel you want to play, and the book will make those relevant skills all 100 with adding the perks to the relevant scaling while adding relevant attribute points to use as well.

As you say, it doesn't work
that way, either. Once you hit 100 in a skill, you no longer gain progress toward the next level in that skill because- well- there is no next levels. Skills do not directly give you perks. Skills provide progress toward a level up, at which point leveling up gives you the perks. So you'll stop receiving perks when you get all of your skills to 100 and no longer level up. Also, that book doesn't level anything to 100 nor does it add perks. It levels your character by what I assume is a set amount of "experience" for each skill, meaning you'll probably notice a larger level increase at lower levels. There are also no attribute points in this game.
Now that you know, please stop spreading this misinformation about skills, perks, and leveling. It only serves to confuse everyone.
