How to mod Ballistic Weave

I have an outfit I like the look of, but it's on the weak side defensively. If I could add Ballistic Weave to the under-armor, I figured it would solve my defense problem. Unfortunately, the specific under-armor I'm using can't take Ballistic Weave, so I headed to the Nexus to find a mod that would allow me to change that. The problem is that all existing mods either focus on a couple of items (none of which are what I want), or add other options I'm not interested in. Since the mod I want doesn't exist, my next thought is to make it myself. However, I don't know what program to use to make the changes I want, or what changes to make.

There are only 2 changes I want to make. First, I want to give all clothing and under-armor the ability to accept Ballistic Weave. Second, I want to remove the ability to add Ballistic Weave to all head items. What program would I need to use to make the changes, and what changes would I need to make to add or remove the ability to accept Ballistic Weave to or from an item?

Well, the CK isn't out yet so that means editing using http://www.nexusmods.com/fallout4/mods/2737/? - which is no easy trick especially if you're unfamiliar with Beth databases and the editor itself.

I think others have used TESnip as well, though I know nothing about that tool.

With this you can apply ballistic weave to essentially any article of clothing. I prefer to use the Vault Suit and the black BOS Officer Uniform as my under-armor, so I applied it to both of these things. This mod also unlocks the various liners for the Vault Suit and makes them available for other articles of clothing. So now the Vault Suit and the BOS Officer Uniform are essentially equal as far as their resistances are concerned.

Note that this lets you apply it to nearly anything. I applied it to Piper's press cap, Cait's corset, and several other items that can't usually receive it.

You may not want some of the extra options that it has (like applying armor-slot mods to outfits), but you can just not use them. I didn't want to add extra armor slots to my outfits so I'm just not adding them.
