Building a PC to run Skyrim on max settings right just isn't in my financial capability, but I also really want to play Morrowind with mods - something I have never done. There are also a bunch of older games I want to play.

Anyway, how much would I have to spend (Canadian) to build a rig to play Morrowind, and any mod I want including graphics enhancers on a 23 inch monitor? Would it be much cheaper than building a rig for Skyrim?
