How much does low intelelct and low charisma affect you? : Fallout: New Vegas

I am looking to start a melee character, 10 STR at least 8 maybe 9 END. Looking to lower my charisma and intellect, but I don't know if I like losing skill points or having zero speech/barter alternatives.
