there was a mage NPC in Oblivion who would recharge my weapons. is there one in Skyrim? or is there another way of recharging enchanted weapons?

As long as you have a filled soul gem, go into your weapons inventory and highlight the weapon you want to charge. Not sure what system you're on but at the bottom of the screen you should see which key to press to charge it up, think its T on PC. Doesn't require an npc or anything, just a filled soul gem.

Recharging (as far as i know) only works by using soul gems. It's basically the same thing as having an NPC recharge it as a service, you can just buy his/her soul gems that are filled and use those to recharge your weapon. Costs just as much and in the end is exactly the same thing: exchange gold for charges.

Note: if you bound something else to T, that will no longer work to recharge. At least in my experience.

but...how do I fill a soul gem? I've found a ton of soul gems, but not sure whether they are filled or not.

By using soul trap. You can learn it as a spell, or better yet an enchantment that you apply to a weapon.

I don't think so. You could in past games but not this one. You can however buy pre filled soul gems to recharge your weapon with. But they cost more, cheaper to buy the spell if you come across it.
