If you just movd to a new device, The save files are stored locally on that device (Phone or Tablet) in the previous versions. You actually have to copy the files vault.sav files to the new device.
With the latest version, you now have the option of backing up your .sav files in the cloud. Don't know how that works, but perhaps it means you can recover those saves on the new deice via the cloud. But in order for that to work, you have to go to the old device, go the vault list, and select the 'cloud' checkbox for each vault.
If you can't find an option to restore the /sav files from the clould, you'll just have to copy the files from your phone to a PC, and then copy the files from the PC to the new phone with a USB cable.

Fallout has not been working for a while now, but when I updated it it started up again, which is good, but now I've lost two of my three vaults, including the one that I spent money on.
