You need to register the bsa in the morrowind.ini

You can do it manually (below) or use Kingpix's BSA Registration Utility http://www.gamesas.com/topic/1366245-relz-bsa-registration-utility/

Go to the [archives] section, and add this:
Archive 2=Better armor (rev3_Ebony).bsa

So instead of:

[Archives]
Archive 0=Tribunal.bsa
Archive 1=Bloodmoon.bsa

You should now have:

[Archives]
Archive 0=Tribunal.bsa
Archive 1=Bloodmoon.bsa

Archive 2=Better armor (rev3_Ebony).bsa
