Is there a way to shorten shout restoration without the use of any mods? I currently play on an Xbox.

The http://www.uesp.net/wiki/Skyrim:Amulet_of_Talos#Amulet_of_Talos applies the http://www.uesp.net/wiki/Skyrim:Fortify_Shouts effect reducing your cooldown period between shouts by 20%.

There are other special/quest items, see above Fortify Shouts link, that apply the same magnitude of effect.

Additionally, the blessing from a Shrine of Talos will further reduce the cooldown period of shouts (I think by an additional 20%).
