Ive read a few posts,looked here and there but how do i start the new dlc?

PC-STEAM. I waited until it downloaded. Just started the game and loaded my save and immediately a pop-up said to tune to a radio frequency. I was already over 15th level so if you are not there yet you may need to get there first.
