I'm torn here. On one hand, dragons need to be strong enough to present a challenge (and if they are attacking cities, fear for your life if you are in the city when it gets attacked). In this case, weaker dragons should be able to be slain levels 21-30, with dragons increasing in power from there. On the other hand, from a developers point of view, something so integrated with the main story (dragon shouts, etc) will need to be able to be tackled at any level the player wants to take it on. In this case, I think that dragons will be scaled to the player, so that they always are more powerful then you, but you can always take them down.
Personally, I think the level scaling idea is best, but only if they bottom the lowest level a dragon can be. So the first dragon you find will always be level, say, 20, regardless of if you are level 1 or level 10. When you go in at level 15, it should spawn as a level 25. If your level 40, it should be 50, etc. That way, it will be impossible for a greenhorn recruit to take on a dragon (if this were possible, then why are dragons still a problem? Just send the entire guard training school after 'em and they'll be gone in a week) but it will also make the main story quests flexible
