Is there any way in the construction set to make items not respawn in oblivion to make it more realistic? Or perhaps a mod? Any help would be appreciated.

If you just want to stop containers from respawning that can be done fairly easily. Open each container in the CS and uncheck its "Respawn" checkbox.
