Just copy the original post and make a new topic with it, unless it was locked for reasons other than a post limit.

You should PM a moderator if you have a question about rules and policy. If it's a thread that's hit 200 posts and you're starting a new iteration it's generally good to provide a link back to the original thread in your OP and to give a general run down of the topic - some people simply continue the discussion and it often makes for a weak continuation since new people have difficulty jumping in.
