I turned blood decal back to low and even on high in the menu, but there doesn't seem to be any blood on my sword or any where else when I attack. I thought I had turned it off in my ini file, but I guess there isn't an option for it in there. I just wanted to see all that blood with the Deadly Reflex mod.

EDIT: I figured out the problem. I had turned it off in my bashed settings in Wrye Bash. It's working now.
