I liked to stare at water for 10 minutes straight since I was a kid.
Then going in it and seeing if your legs actually do something to it.
So much fun.
Yeah, there's a reason the "underwater level" is a feared and respected trope of video games. The only game where I enjoyed the underwater sequence is Metroid Prime, because they show you first how clunky it is, then give you the means to own it totally. The contrast makes you feel like you've fought the environment and won, which is a fitting theme for Fallout. I think an anologous way they could implement underwater sequences in Fallout is with waterproof Power Armor and hydraulic weapons like a spear gun/power fist/grenade launcher.
It was in the E3 gameplay release, our character is riding in a boat, but it's first-person so what you see is our character shooting at something, and if you watch the water you'll notice that it appears we're on a boat and it's moving. This scene appears right after we zoom in on a raider for a headshot; about 1 minutes and 20 seconds into the gameplay trailer.
Oh I see it now. It's actually at the 32 second mark. Sure does look like he's riding a boat. Interesting.
Underwater combat is not something i'd need in a Fallout game. It's often just to awkward in controls and general less interesting. "Ow, it's like combat on land... only less stuff around and everything looks bland due to the "water filter"". Nah, i'm good.
I'd be surprised if you can swim in water and not suffer radiation from it. Water is often irradiated, and just standing in a pool was enough to get xrayed in Fallout 3. Seems a bit weird if suddenly you can swim in large bodies of water without adverse effects.
A sunken town due to a burst dam when the bombs fell would just be outstanding to explore.
Ugh I agree. It would be awesome to explore sunken ships, planes, subs and cars if there was some sort of diving gear you could construct/salvage.

There's that awkward fork in the road of "realism" vs. "suspension of disbelief," mainly with regards to how a bullet travels underwater. http://www.tested.com/tech/456855-firing-gun-underwater-27000fps/ fired a 9mm handgun underwater and the bullet barely traveled half the length of the pool. https://www.youtube.com/watch?v=cp5gdUHFGIQ. So, it begs the question of how guns are going to interact with the underwater environment, if at all. I'd prefer that they designate special types of weapons that can be used underwater (melee goes without saying) - and this would at least encourage some preparation and forethought before diving straight into depths.
Ultimately, when it comes to both options, I don't really mind bullets defying physics if it makes underwater combat a lot more enjoyable.
Would be really easy to implement and explain. It's an area hundreds of miles away from the CW, so it could easily have safe non irradiated water. Plenty of it in New Vegas already. I was pretty disappointed in NV that we could get a rebreather, not be hurt by irradiated water, and there was NOTHING to do underwater aside from that bomber and a couple containers
But there was a nuclear blast very close to the area, as we saw in the reveal. If the water in the Capitol Wasteland got irradiated, why not the water around the Boston area?
Frankly we don't know. Weather conditions could be used to explain why water was not still irradiated in Boston as it was in DC. One would think DC to be a much more high profile target. Do we know how many bombs hit DC? There's so many factors that could be used to explain it. If FO4 actually takes place after 3, the water purification project could have spread it's findings and methods around to other areas. Dozens of things could be possible. We won't really know until the game is out. Saying it definitly is irradiated is silly though. If Beth doesn't want it to be irradiated, they'll find a way to tell you why it's not.
It would be pretty funny if Dr. Li made it to the Institute with all of her knowledge of Project Purity, only to discover that the Institute purified the Commonwealth's water decades ago, since they're super scientists. But since they're also eeeviiil, they put mind control chemicals in the water to subjugate the people. You know. Like fluoride. Man.
As for underwater combat, maybe they could get away with underwater gunplay if they significantly reduced the range and damage of guns underwater, like by 80% or something - with the exception of melee weapons and crossbows. What exactly would happen if you fired a Laser or Plasma Rifle underwater, though?
Probably boil water in their paths and create vapor bubbles. Also Boston was only hit by one nuke, near the shore, which is now called the Glowing Sea, so pretty sure the ocean gives you rads.
