How do weapon skills work?

How is experience recieved? Is it the amount of damage dealt?

Secondly, On-Strike drain fatigue (not made through enchanting) isn't possible, is it?

For every successful strike, you receive +1.0
Except Short Blade, which is +0.75 and Axe which is +1.2
Amount of damage is not a factor.

How else would you make that weapon without Enchanting??
There isn't one in the original game, if that's what you're asking, only Cast When Used.

Scripting? From what I understand, scripted effects (on strike) tend to be buggy. Correct?

There isn't one in the original game, if that's what you're asking, only Cast When Used.

In the CS, with a script ;) IIRC the Staff of Chaos in Lost Artifacts of Tamriel cast several spells with each swing, one of the staff mods used a similiar thing...

Of course it's not truly an "on strike" effect, but somewhat similiar...
