Depends on the circumstances. But assuming we are talking primarily about equipment/resources:
While the Fallout U.S. military has power armored units, and robotic forces (along with laser weaponry obviously). Its clear that in some instances the Fallout USM is completely outclassed.
One of which seems to be air craft. The most common Fallout universe jet fighter appears to be this:http://fallout.wikia.com/wiki/Fighter_jet?file=Fighter_jet.png.
Which looks much like a NA http://en.wikipedia.org/wiki/North_American_F-86_Sabre. An early 1950s jet fighter aircraft. In which case, modern U.S. military jet fighter aircraft could maintain air superiority with little effort. With it the Modern U.S. navy could outclass the Fallout U.S. Navy easily as well, since air-craft carriers (the most important assets in fleets) rely on air-superiority. Effectively leaving the air and sea to the Modern U.S.
Which only leaves the land theater. That's more of a toss-up I guess but I'm not convinced power-armor and laser-weaponry is all that much of an advantage when it comes down to it. However with air-superiority secured, its highly likely the land fight would go to the Modern U.S. as well.
So in conclusion: Modern U.S. military.
If the Fallout US military uses Stalingrad tactics their power armour would give them a massive advantage, but given the amount of non-urban area in the US then overall it would definitely go to the current day US military
