They never thought themselves Gods. They believe to be direct descendant's of the Aedra. Men are also direct descendants of the Aedra.

Leave the Imperials home.Free Morrowind and gain a peace treaty with Hammerfell.Free Valenwood and Elsweyr.Open up a portal in Alinor(with a magical Imperial Altmer spy)go in the portal, kill every soldier,every slaver,every Thalmor member.Keep a presence there so that the Isles can rebuild under Imperial watch.

I was thinking of suggesting using the Penitus Oculatus to sneak into Alinor and orchestrate as many jailbreaks as possible, in hopes that one prisoner will turn out to be a chosen hero, but the Blades already learned the hard way that you can't get a hero to save the day just by freeing prisoners.

It's more difficult now that Ulfric and his minions have hurt everyone, but Tullus and Rikke didn't seem to think that would stop the legions attack on the Dominion. Once Valenwood is liberated and Elsweyr, or rather Anequina and Pelletine, are conquered, it would be a prolonged affair of building up strength. The Summerset isles are not nearly as strong now as they had been in the 2nd age, and with sufficient naval and mage buildup the result should be inevitable. During the Great War the Aldmeri fleet couldn't push past the Imperial fleet at the Imperial City which implies it is certainly not all powerful. Once their naval defenses are worn down via attrition it's only an issue of landing forces on the isles and pushing the Thalmor out.
