OK but I dont see a problem if the Elves are now saying that they want to have their own government which has authority over the Elven lands. The Empire controls their lands. The Dominion controls their lands. No problem for anybody

Two peacefully co-existing Empires on Tamriel would fly in the face of everything that Tamriel represents. Tamriel is the Arena, after all.
