Seriously though, I'd leave it as it is. I'd probably ruin the franchise

All weapons from previous games return as long as they make sense, so no holorifle.
1:3 perk ratio.
Traits are much more important.
Skills use Fallout 1/2 distribution ratio, 1:1 up to 50, 2:1 to 100 and 3:1 to 150. Traits are 1:1 all the way through.
Stats do not affect original skill proficiency, meaning that all skills but the tagged ones start at 0.

SPECIAL would return to it's original importance but tweaked to matter even more.
No Intense Training or Gain X perks.
Implants are rare, expensive and require you to befriend a certain faction in order to even get access to them.
A lot of merchants would only accept currency for trade, not bartering items.
