You would trust a Powder Ganger as your right hand man? Also, an oligarchy with two people? More of a dictatorship if you ask me...


Boxcars is an extremely smart man with a beautiful vocabulary. And yes, it could be considered a dictatorship. The people of New Vegas need a man who isn't afraid to get his hands dirty.

How President Joshua Courier managed the United States of Mojave in his two terms

+ Established the United States of Mojave after telling General Oliver to kiss off.

+ REALLY ran down Yes Man's protocols while he was shut down with his Intelligence 10, Science 100 to make sure it's all on the up and up. Possibly programmed in either ED-E or Primm Slim's moralities.

+ Established the "rights of sentience" which permit Ghouls and Super Mutants equal standing in the USM.

+ Appointed Arcade Gannon as his VP.

+ Began making plans for a USM army of volunteers to supplement and eventually replace the Securitrons with the Kings meant to become the basis for a genuine humanitarian police force.

+ Offered to let the Sharecroppers and Sloan NCR citizens stay.

+ Offered to take Goodsprings, Sloan, Primm, Jacobstown, and Novac under my protection.

+ Encouraged Goodsprings to make Sunny Smiles its first Sheriff and Doc Mitchell its first mayor. Did similar requests to start building the first makings of a state in other towns.

+ Re-opened the Lucky 38 hotel and casino, establishing redundant nerve centers for Yes Man's consciousness. Useed the extra-money to support the Followers in establishing hospitals and public education in the various towns.

+ Offered to sell NCR the energy from Hoover Dam at a reasonable rate, using the money to complete the railroad to New Vegas, with stop offs in Prim and Goodsprings, eventually expanding it to include Novac.

+ Used Helios One as the power source for New Vegas with 5% of power set aside for future expansion.

+ Instituted strict laws controlling the proliferation of energy weapons and mini-nukes (amongst other nuclear devices), asking the Brotherhood to enforce it.

Signed a treaty regarding "fair use" of Securitrons allowing the Brotherhood supervision of Yes Man to prevent him from being used for military conquest or suppression. The Followers of the Apocalypse and representatives of the USM were also part of this supervision.

+ Asked Boone and Raul to re-found the Nevada Rangers, with accent on fighting Legion soldiers and slavers.

+ Had Cassidy re-establish Cassidy Caravans and support free trade with Securitrons. Try to milk deals with Crimson Caravans for all they're worth ("we know what you did" after all).

+ Used the data from Vault-22 to encourage growth in the desert, insisted on nixing any use of spore plants or evil mutated animals for the research. Hopes to eventually establish enough crops to export food to NCR and make it vital to their economy.

+ Replace the now-deceased Omertas with the Kings, remaking the Gomorrah into something significantly less sleazy. Encourage them to call it "Graceland" for reasons that will go over their heads.

+ At one point told the White Glove Society to stop being such a ginormous collection of snobs regarding food, people like beef dammit.

More properly, made deals with Heck Gunderson to supply beef and play on the fact he saved his son's life from cannibals.

+ Made Veronica his personal scientist for dissecting Mister House's goodies for the benefit of all.

+ Planned on reconstructing all the various Vaults as future communities in the Wasteland, even though it was impractical in some cases.

+ Secured Repconn Test Site and HQ, H&H Tool Company, and the Steel Works for eventual use as the beginnings of new industry in the Mojave Desert.

+ Set aside Cottonwood Cove and Camp Searchlight for possible Super Mutant and Ghoul settlements.
