You need to do the Stewards quest first, not sure about the Mages.

Then the Jarl/Queen will have a little quest for you, then you can buy the house.

U need to befriend the jarl. To do this first do the side quest "man who cried wolf". This will follow with a new side quest "wold queen arises" or something like that. Only after that can you talk to the jarl about a house/thane. Then do 3 or 5 misc quests around town and then u can buy the house...

You need to help the people of Solitude and get 25 000 septims.
