I see in the game data utility the Skyrim and 1.8 patch but nothing else

DLC integrates into one of them as I recall. It should say DLC + Patches or something like that.

If you're willing to redownload stuff you want to keep, you could delete both then reinstall.

look for a file named "Skyrim - Update" thats where the DLC info is stored

Don't remove a DLC and still use a save that has previous had the DLC enabled however.
