I recently re-installed the game. Steam is supposed to automatically update all games, and there was some downloading after the install, but after the re-install, I'm running into a lot of the bugs that were supposed to have been fixed in the first patch. I didn't run into these problems with the original install of the game. I'd like to find out how to check whether the patch was actually installed or not. I can't find any way to check the version number for the game in steam or through the game itself.

If it turns out that the update was not actually installed, is there any way to force steam to do the update (it's already set to auto-update), or perhaps download the patch outside of steam?

The game has to be updated already. They only have 1.2 versions of the exe, so it is impossible for you to not have it.

You can check in game on the main menu. Hover over the vault boy head in the bottom left corner.

Actually, not quite that impossible. I've got the retail box version of the game, and the release version was 1.1. If the steam update didn't work or it didn't update at all after installing, I might still be running 1.1. That's why I wanted to check the version number and find a way to force the update if I have to.

Goto your *\steam\SteamApps\common\fallout new vegas folder. Right click on falloutnv(or falloutnv.exe), goto properties. Click details tab. It will list the version number, which should be 1.2.0.285
