i am not sure if its my mods but alot of the time when ive added a new town or quest and i go up to someone who has script and try to talk to them all they say is you cant be here for example i was doing an quest today and i was supossed to talk to someone who would help me go on with the quest and thats what she said and im not sure if this is because of a mod because this happens all the time so any help someone could give me would be appreciated

Usually that response comes when you are inside a cell owned by the NPC.
