How do you get the "Retriever" suit module? : Crysis

I noticed the "Retriever" suit module and I want it. So, what level do you have to be to get it? Also, is it worth getting? Because I've heard that there are a lot of issues with it. I'm playing Crysis 2 on the Xbox 360.

It was somewhere between level 15 and 17 that I was able to start unlocking modules from the bottom row.
