The time will come when you'll get a quest from the NCR with the option to do it, just keep playing and make sure you're on very good terms with both groups.

Do all brotherhood missions and become a member before you accept the mission from the NCR relating to them.

Wait for Lt. Cassandra Moore to give you the mission to wipe them iout. Do missions for the BoS while supporting McNamara. After having explore three vaults for him, McNamara will say he has been studying the NCR and realizes they are weak enough to be negotiated with him. Now go back to Moore and tell her the good news. She won't be too pleased, you'll get a tiny bit of NCR infamy, but you'll have successfully negotiated peace.

But remember, do not help Hardin become Elder because he is a hardcoere militant and wants to take back the Mojave from NCR, so no truce. Also, you can convince House and NCR to accept their help, but Caesar will only want them dead.

I'd like to get factions to get along too but the quests for the BOS has me spying on the NCR, doesn't it? I didn't do it because of that. Should I go ahead with it because things will turn out alright?

Guess I'll have to try that on another playthrough. I hit the BoS after meeting Veronica,

so every dealing with them (and McNamara) was kind of negative. Ended up helping Hardin (since he seemed like the more reasonable guy), never got the option to join them or get power armor training, and Veronica got exiled.

And all of this was long before getting to the Strip or even getting on good terms with the NCR.

Spoiler
Most recent time I visited them, neither Hardin nor McNamara had any conversation options, because they're still busy with their impeachment trial.

Ah, well.
