How do you rank up Blind Spot? : Crysis

I'm stumped.

I've played about 12-15 games of IA and I have equipped Blind Spot and it's only gone from 25/150 to 43/150.

Do I have to kill the exact person that used the enemy Radar or is it anyone and does that apply to IA and TIA?

kill any enemy when the enemy have an active radar

I've already implied in my OP I knew I had to kill enemies when an enemy radar is up however it is not ranking up. So I asked about the conditions

You said in your OP that it went from 25 to 43. Looks like it is going up. Am I wrong?

You won't get very far fast with what they did with 2.0... unless the FOV is different from the first one?
