I'm assuming you mean, how to change your point of view; or perspective.

On Xbox or PS3, press the right stick IN. Click it.
on PC, click F or the mouse wheel.

I don't think there is a way, without mods.

Apparently if you download RivaTuner (for free) or FRAPS (paid, or the free version) (can't guarantee they're safe) it will tell you the FPS in any game.
