I'm using a track ball and I've been stuck in the same 3rd person thing forever. I like 3rd person but it's useless if I can't zoom in/out and I don't have a normal mouse with the scroll. Is there any other way to zoom in/out?

That's not zooming in and out. That's being stuck in one view in 3rd person.

Oh I misunderstood the question, in that case I have no idea.

Edit: I went through the manual and it doesn't say anywhere you can zoom in and out without a scroll wheel, I guess Bethesda assumed everybody had a mouse with a scroll wheel. <_<

I would say you should try altering the Controls options in game menu.
