when he said you can climb to the top of that mountain, i couldnt help but get excited about that. in fact quest or not, i plan on hiking up there sometime before the end of the year. i hope to find a beautiful sorceress in a long purple robe showing just the right amount of assets but still sensitively dressed enough to introduce to family, and she would require my warrior skills to help her down the mountain as she go lost and needs me to help her. level up for that quest, yay!

According to Temp4 the mountains are there to block the player so they stay on the roads and you can not go where ever you want. And he isn't wrong. Therefore by process of elimination Bethesda and Todd are liars.
